A SHORT HISTORY OF COSTAMBAR

 

Costambar was created as a "Planned Tourist Community" by Presidential Decree in 1972. The 465 acres fronting 2.2 miles of ocean were divided into lots of between 490 and 1,350 square meters each, totalling just over 1,000 lots.

 

Following years of mismanagement and neglect by the various companies entrusted with the development and maintenance of Costambar, the APC was created by Presidential Decree in 1985 - specifically to manage the provision of basic community services to the community, for the benefit of all owners in Costambar.  By September of 1998, the APC took up the mantle of town management.

 

Currently, the most important function of the APC is maintaining the security team at the front gate to the community.

 

In 2003, the APC developed the first set of Regulations for Costambar, based upon the existing statutes in the Country.   The Home Owners Association has always worked in cooperation with the various Ministries that have been commissioned to maintain order and public conduct in the country.

 

The Ministry of Toursim created a simple Zoning Bylaw in 2017 for the entire coastal area in and around Puerto Plata, including Costambar.  The APC is actively seeking more input in the issuance of building permits, to ensure that those who plan to build here, do so within the rules set by MINTUR.

 

Currently, the APC is pursuing initiatives with various different Government Ministries, working to ensure that day-to-day issues in our community are either addressed by those bodies, or by assisting residents and long-term guests of the community in seeking redress from appropriate municipal departments. 

 

Today, our community is growing by leaps and bounds.  It is important to have a centralized Association that develops the authority and the experience necessary to ensure that evryone here can live and prosper in a vibrant community that conforms to social norms that encourage harmony amongst our residents.

 

We encourage everyone to take an interest in Costambar, and to help it become the shining jewel of the north coast that was envisaged in 1972.
